Okuno stands in the Sanctuary of Shadows, the central chamber of the Black Temple you reach after Supremus goes down. He starts out surrounded by hostile mobs, which turn friendly once the Shade of Akama encounter is finished. If you would rather not walk it, Spirit of Olum near the raid entrance can teleport you straight to him after Supremus is dead.
